GOSHEN TOWNSHIP, Ohio — Goshen Township’s Zoning Commission will take up a proposed rewrite of subdivision lot standards and review the final development plan for a Kroger-anchored shopping center planned for the Eagles Nest site when it meets Nov. 3.
The commission is scheduled to meet at 6:30 p.m. Tuesday, according to a notice posted by the township. Two cases are on the agenda, and township officials are inviting residents to attend and comment on both.
The first, case ZC-2026-009, would amend Goshen Township’s zoning resolution to establish minimum street-frontage requirements for newly created lots. The proposal would also permit flag-shaped or panhandle lots — narrow strips of land connecting a rear parcel to a public road — in the township’s R-2 and R-3 residential districts, while prohibiting the creation of landlocked lots that rely only on an easement for access, the township said.
The second case, ZC-2026-010, is a final development review for the Kroger component of the Eagles Nest project, a mixed-use development planned along Route 28. The project includes a Kroger Marketplace with a fuel station and eight commercial out lots alongside townhomes, single-family homes and apartments, the township has said. Goshen Township trustees have been working with the project’s developers on road funding and other infrastructure to support the development, including a planned widening of Route 28 between Smith Road and Charles Snider Road.
Zoning text amendments and development plan reviews go first to the Zoning Commission, which makes recommendations to the Goshen Township Board of Trustees before any changes take effect. The township’s Planning and Zoning Department, which issues zoning permits, investigates zoning violations and coordinates with the commission, the Board of Zoning Appeals and the trustees on land-use matters, is taking questions ahead of the meeting at 513-722-3400.
