LOVELAND, Ohio — The City of Loveland is confirming that letters residents and small businesses have received from Direct Energy about a new electric aggregation enrollment period are legitimate, not a scam, according to a city Facebook post.
The letters notify eligible customers they have been automatically enrolled in the city’s electric aggregation program, which lets Loveland negotiate an electricity supply rate on residents’ behalf rather than leaving them on Duke Energy’s default rate. Under the new agreement, participants’ electric supply rate will be fixed at 10.36 cents per kilowatt-hour beginning with their August 2026 bill and running through their November 2027 bill, the city said.
No action is required for residents who want to participate. Those who do not wish to be enrolled must opt out by July 31 using the form enclosed with their letter or by calling Direct Energy at 866-968-8065, according to the city.
The city said it cannot answer questions about individual accounts or enrollment status and directed residents with those questions to Direct Energy.
Loveland voters authorized the city to launch aggregation programs for electricity and natural gas in a November 2012 ballot measure, giving the city authority to select a supplier on residents’ behalf while Duke Energy continues to handle power delivery, meter reading and emergency service. The program runs on an opt-out basis, meaning eligible accounts are enrolled automatically unless a customer declines. Over its history, the city has said the aggregation program saved the community more than $4.7 million in electric costs.
The most recent term of the program was paused in May 2026 after electricity rates climbed above 10 cents per kilowatt-hour, prompting the city to return participants to Duke Energy’s default supply while it monitored the market for a chance to restart the program. The enrollment period beginning in August marks that restart, with Direct Energy now administering the program.
