BATAVIA, Ohio — Batavia Village Council will hold a special meeting Tuesday to take up a joint economic development district expansion that failed to reach a vote at council’s last regular session, as Union Township pushes for quick action on the agreement.
The meeting is set for 7:30 p.m. Tuesday at the Armory, 65 N. Second St., the village said in a Facebook post. It is open to the public, and residents may speak during a public comment period, with each speaker allotted up to three minutes and a total of 30 minutes set aside for comment.

The main item on the agenda is Ordinance 1589, which would update the village’s Joint Economic Development District agreement with Union Township, known as JEDD 9, to add one additional parcel, identified as Clermont County parcel 413216B133, the village said. JEDDs allow a township and a municipality to share income tax revenue from businesses within a designated area without the township being annexed into the municipality; the tax is collected through the Regional Income Tax Agency, according to the village. JEDD 9 already governs retail marijuana dispensary properties within Union Township, the village said.
Council considered the ordinance at its regular meeting Oct. 13 but did not vote on it, according to the village. Union Township has since asked council to reconsider it, and because an agreement between the two governments takes effect only once both sides approve it, the village said it called the special session to meet the township’s deadlines rather than wait until council’s next regular meeting Nov. 9.
Council will consider Ordinance 1589 as emergency legislation, meaning it would take effect immediately if approved Tuesday, the village said. Ohio’s Open Meetings Act allows public bodies to call special sessions on short notice provided the time, place and purpose are announced beforehand, and such meetings remain open to the public like any other council session.
Because council is convening anyway, it also plans to take up several other measures already moving through the legislative process via second readings, the village said. Those include Ordinance 1583, setting temporary appropriations for 2027; Ordinance 1584, repealing the village’s local fireworks ordinance so that state law would govern fireworks within village limits; Ordinance 1585, updating rules on tall grass, noxious weeds, litter and other property nuisances; Ordinance 1586, which would ask voters whether to form a commission to draft a village charter; and Ordinance 1587, removing stop signs that do not meet state requirements.
Council will also consider Resolution 370, renaming the bridge carrying traffic over the East Fork of the Little Miami River the Veterans and First Responders Memorial Bridge, and Ordinance 1572, correcting a clerical error in a parcel number and address in village records, according to the village.
