MILFORD, Ohio — The City of Milford has honored resident Johanna Serger with a proclamation recognizing her as a National Merit Commended Student, an academic distinction earned by a small fraction of the nation’s high school juniors.
Serger earned the recognition by scoring among the top performers nationwide on last fall’s PSAT/NMSQT, the city said in a Facebook post. City officials presented her with a formal proclamation to mark the achievement.

The National Merit Scholarship Program, run by the nonprofit National Merit Scholarship Corporation in Evanston, Illinois, uses PSAT/NMSQT scores to identify roughly the top-scoring students out of more than a million juniors who take the test each year. Most of those students are named Commended Students, meaning they scored above a national benchmark but below the higher cutoff required to advance as a Semifinalist in their state. Commended Students receive a Letter of Commendation recognizing their performance.
The National Merit Scholarship Corporation has run the program since 1955, when it was created amid a national push to recognize academic achievement among American students.
Milford is led by Mayor Ralph Vilardo Jr., a fourth-generation lifelong resident of the city, according to the city’s website.
