BATAVIA, Ohio — Clermont County commissioners are set to consider a $1.6 million annual contract for water and wastewater system repairs, funding applications for an expansion of the Lower East Fork wastewater treatment plant, and a $2 million budget boost for Children Services when they meet Wednesday, Aug. 12.
The regular session is scheduled to begin at 10 a.m. at the county administration building, 101 E. Main St. in Batavia, according to the board’s draft agenda.
Under the agenda, the board would award a one-year contract to Utter Construction Inc. of Bethel for maintenance and repair of the county’s water and wastewater systems, at an estimated annual cost of $1,628,492, with the option to renew for an additional year. The county’s Water Resources Department said the bid, received in July, was the lowest and best offer.
Commissioners would also adopt a resolution authorizing the county’s utilities director to apply for state grant and loan funding for the Lower East Fork Wastewater Treatment Plant Expansion and Improvements Projects, drawing on programs including the State Capital Improvement Program, the Ohio Small Communities Environmental Infrastructure Group and the Water Pollution Control Loan Fund, according to the agenda.
The board would separately authorize seeking bids for the Filager Campus Improvement Phase III project, with a legal notice to run Aug. 20, a mandatory pre-bid meeting set for Sept. 1 and bids due Sept. 17 at the commissioners’ office, the agenda said.
Commissioners are also scheduled to approve a $2 million supplemental appropriation to Children Services and a $100,000 boost to the county’s indigent driver alcohol treatment program, both drawn as changes to the 2026 annual appropriations, according to the agenda. A separate $37,491 appropriation would cover a retirement payout for the Sheriff’s Office Road Patrol division.
The Sheriff’s Office is set to receive authorization to accept a $51,379 subgrant from the Ohio Department of Public Safety’s Office of Criminal Justice Services, funded through the federal Edward Byrne Memorial Justice Assistance Grant program, to support the county’s drug unit. The award requires a local cash match of $17,126 from the sheriff’s 2026 budget, the agenda said.
Commissioners would also execute a three-year, not-to-exceed $630,091 renewal of the county’s software agreement with Tyler Technologies for its permitting and licensing system, used by the Community and Economic Development and Building Inspection departments, according to the agenda.
Other items on the agenda include a two-year renewal of the county’s agreement with the Local Emergency Planning Committee for hazardous materials planning services, and the nomination of a replacement committee member following the resignation of Building Official Heath Wilson. The board would also accept a final payment releasing retainage on the completed 2025 Road Resurfacing Program, Phase 1, carried out by Barrett Paving Materials in various townships.
The session opens with a presentation from John McManus, director of the Clermont County Soil and Water Conservation District, on the district’s 2026 activities, and includes a public participation period, according to the agenda.
